10.3 Black Flag at Start/Finish and at All Posts
10.3.1 Informs the driver that a track session has been halted. Drivers shall slow down
immediately, no passing and proceed to the pits.
10.3.2 Cars entering the pits must remain in single file and stop in the pit lane away from the
working area. If during a qualifying or race session, no work or service shall be
performed on any cars until after the track has been reopened, except under the direction
of the steward.

note, flag section numbering to be adjusted to allow for inclusion of new flag rule.

Allows race officials to suspend on track activies and clear the circuit.
